Hong Kong Web Accessibility Laws
Hong Kong enacted the Guidelines on Dissemination of Information through Government Websites into law in 1999 and since then has made several revisions.

The Hong Kong Rehabilitation Programme Plan, established by the Hong Kong government, highlights the importance of accessibility and inclusion for individuals with disabilities yet does not specifically address web accessibility.

Currently, Hong Kong’s web accessibility legislation is not mandatory for the private sector and is restricted to government agencies. It stipulates that government websites and mobile apps must conform to WCAG 2.0 Level AA standards.

The Hong Kong Web Accessibility Recognition Scheme (HKWAR), initiated by the Office of the Government Chief Information Officer (OGCIO), encourages government websites and mobile applications to follow accessibility guidelines. The scheme provides recognition to websites and apps that meet certain accessibility criteria, promoting the adoption of accessible design and development practices.
